Notice on the organization and implementation of the central government's financial support for the high-quality development of specialized, sophisticated and innovative small and medium-sized enterprises in 2024

In order to organize and implement the central government's support for the high-quality development of specialized, sophisticated and innovative small and medium-sized enterprises in 2024, in accordance with the "Notice of the Ministry of Finance and the Ministry of Industry and Information Technology on Further Supporting the High-quality Development of Specialized, Precision and Innovative Small and Medium-sized Enterprises" (Caijian [ 2024 ] No. 148 , hereinafter referred to as the "Notice"), the relevant matters are hereby notified as follows:

1. Support content

It is mainly used to support " small giant " enterprises in implementing the "three new " and " one strong " plans and to cultivate and empower specialized and new enterprises :

First, support " small giant " enterprises to increase investment in scientific and technological innovation around the " three new " and continuously consolidate the foundation of enterprises. That is, create new momentum, strengthen the construction of enterprise innovation capabilities and build innovation teams from the aspects of talents, organizational structure, equipment conditions, etc.; tackle new technologies, break through key core technologies, and produce original and subversive scientific and technological innovation results; develop new products, lead industrial innovation with scientific and technological innovation, and accelerate the transfer and transformation of scientific and technological achievements into real productivity.

Second, support " small giant " enterprises to enhance their collaborative supporting capabilities around " one strength " and continuously consolidate the basic support of the industry. That is, focus on the industrial chain and supply chain needs of leading enterprises in key areas, increase industrialization investment, and strive to improve the resilience and security level of the industrial chain and supply chain.

Third, support local governments to explore the cultivation and empowerment of specialized, sophisticated, and innovative small and medium-sized enterprises, and continuously consolidate the service system. That is, encourage local governments to take measures according to local conditions and formulate policies based on enterprises, launch targeted, practical, precise and effective cultivation and empowerment measures, and actively cultivate specialized, sophisticated, and innovative small and medium-sized enterprises. Support local governments to provide standardized and standardized management diagnosis, talent training, quality diagnosis and other cultivation and empowerment services to " small giant " enterprises, and help enterprises form a continuous transition of diagnosis and evaluation, benchmarking, improvement and improvement. Encourage local governments to base themselves on industrial characteristics, take into account the construction of small and micro-enterprise entrepreneurship and innovation bases, small and medium-sized enterprise characteristic industrial clusters, and small and medium-sized enterprise public service platforms, increase institutional and mechanism innovation, and explore the construction of a specialized, sophisticated, and innovative empowerment system with technical support, achievement transformation, capital docking, enterprise incubation, and industrial integration as the main functions.

II. Application Objects and Recommendation Conditions

1. Applicants. " Little Giant " enterprises that are specialized, sophisticated, innovative and new (excluding those that have publicly issued stocks on the Shanghai Stock Exchange, Shenzhen Stock Exchange, Beijing Stock Exchange or overseas) recognized by the Ministry of Industry and Information Technology . " Little Giant " enterprises that have received support in the previous round of fiscal support for the high-quality development of specialized, sophisticated, innovative and new small and medium-sized enterprises ( Document No. 2 of Caijian [ 2021 ]) will no longer be supported repeatedly.

2. Recommended quota. The recommended quota for key " Little Giants " is based on the number of specialized, sophisticated, and innovative " Little Giants " enterprises in each city (excluding the number of key " Little Giants " that have been supported ), combined with the performance of cultivating specialized, sophisticated, and innovative small and medium-sized enterprises in each city, and taking into account the differences in regional development foundations, and the recommended quota for " Little Giants " to be supported is allocated in a coordinated manner . For details, see Appendix 1. Applications exceeding the recommended quota will not be accepted.

3. Selection criteria. Each city shall not recommend those who do not meet the requirements (implementing a one-vote veto, see Appendix 8 for details ) , and will select and recommend those who meet the requirements based on their innovation capabilities, growth potential, and " three new " and " one strong " promotion plans.

4. Other requirements. The enterprise has not been included in the list of abnormal operations or the list of serious dishonest entities, and the products (services) it provides are not prohibited, restricted or eliminated by the state. At the same time, no major safety (including network security, data security), quality, environmental pollution and other accidents, as well as tax evasion and other illegal and irregular behaviors have occurred in the past three years.

III. Application Procedure

(I) Enterprises submit applications. Based on the principle of voluntary application, qualified specialized, sophisticated, innovative and " little giant " enterprises submit application materials to the economic and information technology and finance departments of their counties (cities, districts).

(II) Recommendation by cities with districts. The economic and information technology departments of each city shall, together with the finance department, review the enterprises that apply in their region, comprehensively consider the conditions and promotion plans of the enterprises, select and determine the recommended enterprises, sign the recommendation opinions, and jointly submit them to the provincial economic and information technology department and the provincial finance department.

(III) Provincial-level review and reporting. In accordance with the requirements of the Notice, the Provincial Department of Economics and Information Technology and the Provincial Department of Finance shall formulate unified selection criteria that can be quantified and assessed, select and determine the " Little Giant " enterprises to be recommended for support, and compile the "Implementation Plan for Zhejiang Province to Support Specialized, Refined and New " Little Giant " Enterprises", which shall be reported to the Ministry of Industry and Information Technology and the Ministry of Finance in accordance with the procedures.

IV. Relevant work requirements

1. All municipal economic and information technology and finance departments are requested to attach great importance to it, carefully study the spirit of the "Notice", organize qualified specialized and innovative " little giant " enterprises in the region to actively apply, and do a good job in policy interpretation and guidance services . Before July 18 , submit the application documents and related application materials (see Appendix 2 for specific requirements ) to the Provincial Department of Economic and Information Technology and the Provincial Department of Finance respectively , and send the electronic materials (including WORD version and PDF stamped version) to 15068199146 via Zhejiang Government Nail .

2. Enterprises should declare truthfully and independently, and provide relevant supporting materials. They shall not apply through third-party institutions. All localities should take measures to prevent bad intermediaries from seeking improper interests around the declaring enterprises. Enterprises shall bear the main responsibility for the declaration work, be responsible for the authenticity, accuracy and completeness of the declaration materials and performance targets, and accept supervision from relevant departments and society . The competent departments of each city, county (city, district) responsible for directly accepting declaration materials shall effectively strengthen the review of the authenticity, accuracy and completeness of the enterprise's declaration materials, and bear the direct responsibility for the review of fund declaration and supervision of fund use .

3. Subsequent matters such as project application, fund management and use will be organized and implemented according to the requirements of relevant documents from the Ministry of Finance and the Ministry of Industry and Information Technology and after the approval of relevant plans.
